RESUME

David Saum is a physicist who with Dr Arthur Saum founded Saum Enterprises, Inc. (dba Infiltec) in 1980 to develop technologies related to air leakage in buildings. Mr Saum has directed EPA research projects, managed consulting work on air leakage problem for houses and large buildings, and managed the Infiltec factory that manufactures air infiltration test equipment and sells radon mitigation equipment. Infiltec continues to provide worldwide consulting on building air leakage problems including radon mitigation, energy conservation, indoor air quality, and clean agent gas fire protection systems. In 1995, Mr. Saum worked in Russia on a World Bank project to determine the airtightness problems of Russian apartment buildings.

Mr Saum is has been an active member American Society for Testing and Materials (ASTM) E06 committee for Building Performance, the past Chair of the ASTM E06.41.09 Radon Mitigation Task group, and past Chair of the ASTM E6.41 Task group revision the E779 standard for pressurization building air leakage (blower door) measurements. He has also been also a memeber of the American Society for Heating, Refrigeration and Air Conditioning Engineers (ASHRAE) where he was a member of the Building Infiltration Subcommittee. He reviews ASHRAE papers on infiltration and indoor air quality. He has been a member of the National Fire Protection Association, and has developed test methods and standards for halon fire suppression enclosure leakage. This leakage is considered to be a significant contribution to the stratospheric ozone problem, and Mr. Saum has received a patent on this work.

Mr. Saum worked for General Electric Company, Syracuse, NY, from 1968 to 1980 as a Sonar Systems Engineer. He worked on a wide variety of sonar systems and signal processing algorithms. He was responsible for developing the "Adaptive Detection Estimation and Correlation acoustic signature tracking algorithm that incorporated a number of innovative pattern recognition techniques. From 1976 through 1980 was project manager for GE's sonar signal processing research for the Naval Intelligence Support Center. While working for GE, Mr. Saum received a patent for an adaptive beam-forming algorithm.

Mr Saum received a B.S. physics in 1967 from the University of North Carolina at Chapel Hill, NC; and an M.S. in physics in 1973 from the University of Wisconsin at Madison. He is currently a member of the American Society for Testing And Materials. He has published many articles on radon mitigation.

(dba Infiltec) from 1980 to 2013, Mr Saum directed all EPA research projects for Infiltec, provides worldwide consulting services on building air leakage problems, consulted on radon mitigation problems for houses and large buildings, and managed the Infiltec factory that develops and manufactures building air infiltration test equipment, and sells radon mitigation equipment worldwide.

Mr. Saum worked as a systems analyst on a wide variety of sonar systems and signal processing algorithms. He was responsible for developing the "Adaptive Detection Estimation and Correlation (ADEC) acoustic signature tracking algorithm that incorporated a number of innovative pattern recognition techniques. From 1976 through 1980 was project manager for GE's sonar signal processing research for the Naval Intelligence Support Center. He was responsible for 4 engineers performing acoustic data analysis and software development. While working for GE, Mr. Saum received a patent for an adaptive beam forming algorithm.
